Reports to: Senior Manager, Government Performance & Reporting

Purpose of the Role This role will play a key role for LifeLabs, collaborating internally to ensure the implementation of new and ongoing management of existing performance monitoring programs for our government programs. They will ensure all performance standards and reporting obligations are appropriately monitored, and ensure processes are in place to collect and report performance data in a manner that is consistent with contract requirements. The Manager will oversee the preparation of any necessary analysis that would aid leadership in making strategic decisions and the work with relevant teams to ensure the execution of remediation plans. The Manager will forecast performance in future months, facilitate annual KPI and SLA performance reviews.

This is a 18months Temporary Full time Remote role based in Ontario to cover Maternity leave.

Core Accountabilities

  • For all Ontario public programmes and contracts, develop, execute, and maintain a complete and effective performance management monitoring and reporting programme.
  • Work with the Data Governance and Business Insights teams to make sure that the required data is collected, compiled, presented, and provided in a way that satisfies the standards of government partners.
  • Support the growth of Tools for automatically gathering, compiling, and reporting data to the Ministry/Agency; etrics or dashboards to guarantee proper corporate visibility to the performance indicators needed for each government contract; Procedures for recording incidents of non-compliance, determining their underlying causes, and creating corrective strategies.
  • Guarantee that internal KPIs, data collection, and/or reports are well understood. If there are differences from those established by the Ministry/Agency, that these variations are thoroughly understood, and that any necessary adjustments are made to ensure consistency with Ministry/Agency standards.
  • Through collaboration and coordination with external stakeholders, ensure that all new performance and reporting obligations under each Ministry/Agency contract or arrangement are implemented in a timely manner and meet the Ministry needs.
  • On a daily/weekly basis, work tactically with appropriate functional groups to ensure tracking and identification of areas at risk for performance failure; ensure processes are in place to capture rationale for business areas not meeting targets.
  • Coordinate the review, impact assessment, and change management activities required because of changing performance measures, targets, reporting requirements, etc.
  • For each contract, lead quarterly, Bi-annual and annual review processes internally to assess the KPIs or SLAs under each contract to ensure they are appropriate and aligned to both the objectives and outcomes of the program/government/agency as well as for LifeLabs, Recommend changes in KPIs or SLAs including the performance measure itself, the definition, and/or the target.
  • During contract negotiations, RFPs, and the creation of proposals, support Senior Manager and leadership in the examination of new or proposed changes in performance and reporting requirements and determine the impact to LifeLabs.
  • Offer alternate methods or metrics that are suitable for LifeLabs and satisfy the needs of the stakeholders to ensure that we are set up for success in meeting all future performance and reporting requirements.
  • To detect, comprehend, and minimise any risk of performance failure, make sure the organisational decision-making and/or strategic planning processes takes the government performance and reporting requirements into account.

Qualifications and Skills

  • 5 years of progressive experience
  • Bachelor's Degree in Administration, Business, Finance, Management, Economics or equivalent
  • Experience working on and improving an existing performance management program
  • Experience managing commitments of a project, contract, program, or partnership
  • Proven ability to work with Senior and Executive Leadership

This is a remote role.

Hiring Range: 92,600 - 118,000

The hiring range has been established, however, the final salary recommendation will be determined based off the level of experience, education requirement, external market conditions and internal equity.
